Sounds crap.
I think it's like Gangsters, you spend time planning things out in a 2d overview of the city, then you watch how spectaculary people can screw up a simple 'go and collect my protection money' order, but that's in the nice 3d engine.
To be honest, I think that would be great, but I appear to be in the minority here.

It sounds quite boring with all these 2D maps- however I don't read PC Gamer, so I wouldn't know what they look like. Are the maps like the ones in Age 0f Empires II?

Actually, according to PCGamer, you won't spend much of the game in the full 3D Russian city, you will infact be over looking the duller 2D map screen where the core of the game lies. Obviously your going to be dissapointed with the game if your expecting GTA: Russian Revolution.
And despite actually looking forward to seeing how this game panned out, I'd have to say I don't very much like the look of it game-play wise. I like my strategy games but I think I could bore of this pretty easy.
