Ok, so I don't own any of the above other than the GBA and a phone that has some pretty nifty games on it already, but it's a choice that will only get worse the more people realise just how much money there is in portable games.
The easy answer is in the GP32, where the system is totally open-ended, allowing lots of nice emulation software, but while that is dodgy legal-wise and the power of the console won't be enough even to run GBA games at full speed, there could be something in it.
The other option is to go away from the larger screens and full colour displays, meaning meater boxes that begin to stretch and tear your pocket lining, and go for some sort of projector effect. Projectors at the moment are cumbersome things, but given a bit of tinkering there could be a system that lets you play your games against a wall, or a fold out flat screen that you can use on the bus or where-ever.
Either way, you're soon going to find yourself with a huge range of portable machines, all boasting different games. Nintendo are guaranteed to come up with an answer to the PSP and if Microsoft, who have already got the hang of portable devices, see profit in it they are bound to come up with their own answer.
It's not really who will win, or who to choose, but how many portables you can carry without resorting to having a seperate suitcase for them...
