Has anyone else had problems with V-Rally 3? My brother got it this morning, but no matter what you press it doesn't seem to accelerate aboce 20 KM/H. I'm not sure if it's a problem with the game or the disc itself.

Ah, it was the controller, seems you need to use an Official PS2 Duel Shock, not a PS1 Duel Shock.
Manual seems to work, but it still doesn't accelerate too much. Auto doesn't work at all.
Has he got manual gears on?
If not, does it use pressure buttons? maybe the pad is faulty

sure the buttons are configured correctly ? otherwise haven't a clue, take it back to wherever you bought it from and get them to test it while your there.
