Does anyone know any cheats for resetting all of the cheats used in GTA3 for pc without having to start again as all of the peds are trying to kill me

That's what you do when your health has been topped out: Kill them and get your money back, and more.
If you have "gorefest" on, you can do brake torques on them and see the blood fly: Knock them over, drive the car on top of them, and then hold down accelerate and handbrake.

I don't know how to stop them, but you could try this:
Use "turtoise" and "gesundheit" to top up health and armour. Also, pick up prostitutes in cars and bang them to get 125 health.
