Operation Flashpoint based game with aspects of ultima online added in.
A game set in times of war such as Flashpoint but with the added playability of being able to truely play out the life of a soldier.
Staying as the same character throughout the game with the opportunity to train in different areas and progress to different classes of soldier. Where civilians interact more with a trooper. Houses can be occupied and used more "realisically" Chairs sat on, beds slept in and doors locked. This would provide not a game but a world in which to play.
The ability to play as a civilian, resistance fighter, trooper or a mixture of all could bring into a game advanced concepts which have always been dreamed about, but have however a lack of feasability in todays machines.
Flashpoint is the closest I've seen to a true war game. I wait until we see a true "world" game.

e.g. your ememy is in the house next door, you've been given some hi-tech listening equipment to hear what they're saying, then you surround the house and arrest/kill the targets, it could be a huge urban missions extra level pack thing.
