ok this is because there is a lot of FMV at the begininng of the game so all you need to do is....

TURN YOUR PLAYSTATION UPSIDE DOWN! (OR ON ITS SIDE)
and this will then get the laser going again!

*note* it not my fault if your break your playstation whilst doing the upside downy thing.....not that it would break but you never know*

Tekken 3 is a little so and so to load ain't it?

This is true it does work and here is why.
The runners for the laser unit are made of plastic and using your PSX alot tends to wear them away a little. Eventually you will need a new laser unit or new runners added as it will cause the laser to go offline and not work as it should.

Turning it upside down or on its side repositions the laser for a while until the runners wear away again and eventually you will need to replace it. Try get a unit that has metal runners to prevent it happening again.

OK, if you are going to turn the PS upside down wouldn't it be best if you placed something underneath it so that you don't balance it on the disc cover

i dont know i was just told that if you turn the station upside down then it will load the disc..dont ask me how this works mine does it fine i just thought i would share the wealth

How does that get the lazer going again??? I can't see how that works?? The laser jumps up doesn't it when loading commences, so isn't that working on your PS or something?
