I certainly hope not.
It's looking like mroe of an expansion pack than a completely new game to me.
It will be a much more polished version than CM4 and is supposed to have a lot of features that the CM3 series had which had been left out of CM4, such as live cup draws and printable league tables and squads. Other intended features for 03/04 are: goal of the month, better media coverage, updated competition formats, completely updated database (of course), better AI, weather affecting the way your team play, better commentary etc.
