Do you have to have the original sims loaded on the pc to be able to play sims 3?

No you don't. but if you are playing any sims 3 expansion packs then the sims 3 must be on your computer

Nope, Sims 3, aswell as Sims 2, is a stand-alone game. You can run it straight away :)
