You know the one, in Mario Sunshine. I think it's somehow linked to the water level mater in the top-right corner. Perhaps he has to keep the water in it above a certain limit and uses the thing on his back to do this. Do you see?

I think that the pack on Mario's back is some sort of water cannon whereby he sqirts out water at bad guys!
