According to something I found on the Xbox website the minimum needed download speed is 256kbps, however you would not be able to use the connection at the same time for anything else that way.
Yes Tiscali support Live, in fact nearly all ISPs do, the only one I know of that doesn't being AOL.
As for minimum speed, I don't know to be honest. I've come across a few people in the states that have Live running on 340kbps DSL, but over here I don't know. Seeing as ISDN is not supported and that runs at 128kbps you will probably need something faster. I would just get normal 512kbps, probably from Pipex or Eclipse, or if the parents prefer everything on the same bill, BT Broadband (not BT Openworld, that is £3 more a month for email addresses etc, however it is also slower than just BT Broadband).

You do. At least 512k. Besides, any less than that and you'd be lagging like hell.
I'm fairly sure you eed at least 512 KB. We've recently got broadband.(Saturaday) with the intention of using it fro xbox live, and we got 512 KB. Tis good. We got Eclipse, they're cheap, and they're good.
