Rockstar havn't confirmed a name yet, but I'm sure they will at E3.
I'm sure Rockstar own web addresses that refer to san andreas but havn't seen anything like sin city mentioned before now. Also isn't Sin City one of the nicknames for Las Vegas?
At the end of the day its only a name :-)
Lets just hope it can produce something special to make it one of the top games of 2004.

Yeah, Vegas for the setting has been floating around for a while.
PLAY even had a little feature on the benefits of the two places. That's right, PLAY. Probably the first bit of interesting and up-to-date info I've ever read in there.
Thank God my sub's over.
Less graphical bugs
More NPC interaction
More buildings to go into and use e.g. toilets, gambling,
BIGGER CITY, MORE CARS AND MORE WEAPONS (as always)
Ability to kidnap people
Hot air baloons
Anything else?
GTA: Rubble City
