GBA games are imported far more frequently.

Try CEX or hmmmm now where did I used to get my imported games from...

if your importing, try play-asia.com or lik-sang.com, they'll be the cheapest and most reliable.

There is no region-encoding on ANY GBA games.

I have US Pokémon Yellow and Wario Land 2 (GBC) and they both work fine on my GBASP.

As far as i know GBA consoles are multi-region and i think that goes for the SP.
