What is the function of the "Digital AV out" on a PAL Cube?
Are there S-Video/Composite Video cables available for the PAL Cube?

It's for component cables. If you don't have component inputs on your telly you can buy a modified RGB scart cable for about £40 (and it's essential!)

there is no S-Video compatibility for PAL Cube.
