Grand Theft Auto III and Vice City both pretty much fit the bill, and I would also reccomend Unreal Tournament 2004- is it out yet?

The war games that Der Nazi mentioned, Command and Conquer and Age of the Empires are both brilliant games if you haven't got them already do so.
Fallout 2 and Fallout Tactics. Both freely avaliable on p2p networks. Yep. But they're both great fun RPG/Turn Based Strategy games.
War? Sid Meier's Gettysburg is great fun. However, I never purchased the full version (I just had the demo), so I'm not perfectly placed to comment here. Otherwise, The Command and Conquer and Age of Empires series are both pretty damn good as well.
