I have an action replay but still can't activate molotov cocktails or different guns somebody tell me whats up.

aslyguy, basically, Datel (the makers of the Action Replay) do not support online cheating. Therefore they wont allow any powersaves which allow it on their servers, whether as a Datel powersave or as a community save.
There are other means of getting the saves you're after, but unless you want to risk being permanently banned from Xbox Live, I wouldn't bother.
