No news on Either Gamespot or IGN, and they are two of the biggest games sites on the web. So this means one of two things, either You're seeing things or the game has only just been announced, although gamespot and IGN should have picked up on it by now if has.
Even if the game was suddenly just announced, there wouldn't be an official website this early on, in fact you'd be lucky to find a small handful of screenshots, so your still in the dark either way.

Bah, Midnight Club 2 wasn't very different from one and it's pretty much the same as Burnout 2.
