I think BT have a planned rollout for the RG8 postcode area for September this year, which means that you'll have ADSL connectivity by 2003 at the rate they're going.
Apart from NTL and BT I really can't think of any cheaper alternatives, unless there's a local independant supplier of broadband access in your area, which there should be, but that would be VERY expensive.
Officially it looks like BT should have it in your area by next month.
