Similar to the Total War series, where you can employ spies and emissaries etc. and forge alliances with other countries, taking advantage of wars between other factions etc. and having the ultimate goal of dominion. Preferably featuring medieval type warfare, and not guns 'n' bullets. Anyway, even if it doesn't have all those requirements, just gave me a name people, just a name. Cheers.

Birth of the Federation

You might want to try the Armada series, which has a 3D representation of the grid. Though I haven't played that game, so I'm not sure if it has the freeform playability of BotF.

There was a star trek game a few years ago that allowed you to do all that, but obviously set in the future. The game was played out mostly on a 2D grid, but the options was plentiful; research, manufacturing ships, alliances, war pacts etc. When ships of different factions met up, the game switched to a 3D battle view.
