I think he has confused the fact that Jap DVD's work on UK PS2 consoles.
You cannot play Jap games on UK PS2.
You can mod your console or use the flip lid thing, but the chips at least are illegal, and both methods void your warranty. Laws on chipping may be different in the US though.
