If it's definitely set in San Fransisco, they'll have to pay homage to movies like that!
Storms etc. would greatly improve the inclusion of weather effects too - having to find shelter when a twister warning is announced...

I actually bought Vice City before GTA 3. When I got Vice City, I felt it was amazing. Then I played GTA 3 and I felt that Vice City was disappointing.

Vice City was indeed very disappointing. Grand Theft Auto III was, without a doubt, the better game.
Let's hope this trend doesn't continue.
They should fake their own deaths.
