I think if the motobikes were in GTA3 then it'll probably be better.

GTA3 has a better story line, and has better islands with hills which GTA: VC seems not to have.
I would have to say GTA3 for the PS2, but GTA: VC for the PC because you can mod it and customize cars etc.
