Which model do you have? There are two MX-5's in the game that you can buy - the '89 model and the '93 model. The '89 model will only go up to 118bhp, but the '93 model will go to 128bhp.
Which mode are you playing in? In Arcade Mode, the game always chooses comparable cars, so you should be able to win with some practice.
If you're in GT Mode, you may just need a more powerful car. Get it has highly tuned as you can (if you haven't already), and make sure you get a good start. To start, hold the revs at around 3000 until the lights go green; let the car build up some speed, then accelerate harder - that should eliminate a lot of wheelspin and keep you pretty much with the pack. Then try and get in behind the lead car and sit there until the last lap, as I described earlier.
Also, if you're in GT Mode, try changing your gear ratios so that you have a higher top speed; short gearing (quick changes) is okay for tracks with a lot of corners, but for the Test Course, you need to use longer gearing, and sacrifice some acceleration for a higher top speed.

I've got an MX5 which only has a top speed of 205kph, now I spent £20k trying to up the power/speed but to no effect. The test course is the only course i need to win to get a new car and I'm really stuck....any ideas....
