"Channel 4 faces an ITC investigation after a Brass Eye Special full of "humorous" references to paedophilia sparked an outrage among viewers.
The TV regulator was called in after more than 500 people complained about the satirical show.
"Many people are concerned at the use of children in the show," an Independent Television Commission spokesman said.
But C4 has no plans to cancel a scheduled repeat of the show tonight
NSPCC boss Mary Marsh has branded the Brass Eye special "crude and crass" and demanded the repeat be cancelled.
"Our helpline has been flooded with callers, including survivors of child abuse," she said.
"I'm outraged by paedophilic scenes and perverted images of children."
But C4's Matt Baker "robustly" stand by the decision to repeat the show unedited tonight at 12.10am.
Disturbing scenes in the show included presenter Chris Morris asking a paedophile locked in stocks if he wanted to have sex with a young boy.
In another scene, a mock paedophile simulated child abuse with a doll.
Stars Richard Blackwood, Gary Lineker and Phil Collins appeared on the show, unaware they were endorsing a bogus campaign.
C4 defended the show as "a powerful satire on the way the media exploits and sensationalises paedophilia".
But a C4 spokesman admitted parts of the show were "disturbingly vivid".
The station played down criticism, claiming only 40 complaints came in during the course of the show.
But enquiry service 192 reported thousands of demands for the number of C4's complaints department."

SO let me get this straight, C4 can't show this at some unearthly hour, everybody knows what Morris is like. Echoing sentiments made in Goatboy's post, just don't watch it.
But I can however, watch Eastenders on a Sunday afternoon, which currently uses incest as a plot line for the falling viewing masses from the herd. That's a much more tasteful subject, what a good topic for a quiet afternoon's viewing with the family.
