Have you tried going on your graphic cards website and getting all the updates?
What Radeon is it?
I have a GeForce4 Ti4600 - considered a good card, but I can't run Far Cry, Pandora Tomorrow or even Counter-Strike Condition Zero.
Initially I'd say it is probably your card (until you say what model it is). I'm upgrading to a new card as soon as I have sorted other costs out...

512MB ram, xp home, 128MB ATi Radeon, P4 2.66Ghz...
im well pi**ed of with the graphics in sum games l8ly, i just bought splinter cell pandora tomorror and the frame rate is crap, same as knights of the old republic..

List your computer specs. there could be a problem in your set-up...
