Stupid developers can put code in to stop people getting online with chips in their PS2's but can't stop the rest of europe coming into UK rooms and lagging the hell out of them.

No.
Do you have to pay every time you want to use it?
It's mostly free, just the MMORPG games that require a monthly fee and the cost of the network adapter and that's it. No monthly charges for using the online service itself from Sony

Well, basically you play online against people *slaps head* but although it sounds very good theres just one complicated part to play the PS2 online, setting it up.
