The PS2 does make a flipping loud noise when playing some games but the reason of this is because the CD is spinning at 24X and it's exactly the same with PC's when the disc is spinning especially 50+ wow mama the table vibrates.
The good thing is with DVD's which run at 4X and don't make a fraction of the noise of PS2 CD's and they load faster so i think publishers should make all games on DVD's.
Plus DVD's are bigger,better and can have things like DVD quality video,5:1 and loads of other options.

The noise is caused by the disc vibrating. But your idea about it having the DVD spinning slower if flawed because 24x CD, works out the same as a 4x DVD. This is because 1x CD speed is the slowest a disc can spin to playback a cd audio track. 1x DVD is the slowest the disc can spin (& read the data) to play back an MPEG2 movie file. So therefore you will find that 24x CD and 4x DVD are roughly the same spinning and read speeds.
It does make a hell of a noise, the fan doesnt help either, but its better than it loading slower or overheating.
