Yes, you can have voice chat convo's from the dash. When in there, just go to your friends list and select someone's name - you have the option to invite them to chat with you.

Nah, I mean when your actually on Xbox Live eg. Playing RS3 and someone invites you. It happened yesterday to me and it said something like 'Blestking has invited you to play Xbox Dashboard' and I dont know what it means.
