1 million PS2 recalls anyone???
What normal DVD players have to prevent copying onto, say, a VHS recorder is a feature called 'Macrovision'. This includes a special signal in the output that, although not visible on your TV screen, interferes with the recording, resulting in a garbled picture. I'd suspect the PS2's DVD output would have to include this.
I have heard that the PS2's region checking is not what it should be, though...

OK, maybe I was over exagerating with the player itself being 'illegal', but it puts Sony in trouble as the practice of copying DVDs to VHS is prohibited.
