well, no this is not like pinging an elastic band.
Something that you really want with pings is for it to be as low as possible. Buy the best modem you can or get cable or DSL line. I have a crappy modem that I got with my time pc, it is 56k but i get pings like 300-400 and my friend got a diamond 56e and he got pings of around 100. If you want a good ping get DSL and you will get like 3-10 which is great and things happen really quickly.
The ping hear i am talking about was when i was playing online games with a mate and i had crap pings and he had good pings and he killed me first every time. So things happen more quickly with low pings. This is not just online gaming you can use it with nearly anything in computers or life.

p.s get DSL or cable, ISDN quite good to, not 14.4k modem
This means that it is better to have a low ping, because it takes less time for data to travel between the computers, and depends on the speed of the connection on the other end and the line conditions over the route that the data is travelling along.
