This is the best old-skool compilation disc available for any console by far.
I picked it up while in the States and am loving every minute of it - one of the best past-gen series' revived, and nothing has changed, meaningthe real bast parts are still basts :D
It's on the cheap too - only £20 from import madness/lik-sang etc.

Yeah it's a boot disc.
Yeah, it's a disk you put in before you load the American or Japanease game that enables you to run them on PAL systems.
is freeloader something to boot imports without a chip?
