I'd guess because the skull and brain itself insulate any electircal charge from coming out, as all electrical charges would exist solely within nerves, and also in relatively small doses?

That said, I do remember seeing some Christmas tree decorations that had been made to look like they were made 100 years back or something, and they did include ol' Santa dressed entirely in white!

It depends how you read that question.
If you were trying to fail, and succeed, then you have failed to accomplish your goal.
If you were trying to fail, and succeed in failing, then you have succeeded in accomplishing your goal, which was to fail. So effectively you've done both. You have succeeded in failing, and whatever you were trying to fail at, you have failed at.
