Sega aren't restricting people from releasing more games, it's more likely that, as happens when the user base is uncertain, the games companies look at their dropping numbers of potential customers and re-evaluate whether spending all that money on advertising and packaging will really pay off in the end.
Sierra aren't mad, and they certainly aren't in business just for the fun of it, so if they see profit margins turning into loss then they won't release a game, even if that game is already completed.
Sega, on the other hand, have handed over all their peripheral sales to another company, so that people will still get the same service and range as before, leaving Sega themselves free to concentrate on software, which they will use to regain their losses. Also, you have to remember that most games and console companies at the moment are not actually making a profit anyway, it's more about how much in the red they actually are.
Needless to say, if Sony had sudden problems with PS2 sales and their losses were greater, they wouldn't just pull out of the games market either, they would re-think their strategy and try another route.
