Someone needs to clear this triple post up, you can only get to the cart minigame if you have eaten the goron mountain dungeon, and protected the ranch from aliens.

If you're referring to Romani Ranch, on the night of Day 1, you have to prevent aliens getting to the barn. Making time go slower definately helps.
Then, after talking to Romani when the aliens are gone, warp ahead to 6pm on day 2. This is when you get to protect the cart.
