I know these are out of cheat books, but they worked for me. They will work for you!
first, hold CTRL + X, and type either one of these two in:
Weaknesspays: Gives you $1000.
youdontdeserveit: unlocks all rewards for free.

I did have a file that can freeze your money counter and population counter to allow for unlimited usage of money and give you a break from increases in people.
I've actually found Sim City 4 easier to get into than previous titles, I've actually managed to make profit, something I was never able to do with the 2000 and 3000 editions.

It's more of a mod file that when activates you click on which function to use and when you play the game it's done whatever it was meant to do to it.
