I don't know either, but it looks official and it looks pretty cool.
That's not box art, because it's rubbish. I don't know of any games that has used an actual in game screenshot as their front cover, especially one that looks as naff as that.
More likely MGS3 will use the same type of box art as the other two Metal Gears, namely a watercolour picture of the main characters.
