Surely China should implement systems to prevent this issue, it's gone on too long now.

I remember an horrific picture in the papers a while back of a new born baby girl that had been killed and dumped in the gutter in the street and people just walked past like it was a piece of rubbish.
That was around the time the Chinese President / Prime Minister / Dictator / Leader / Kn*bhead came on a state visit to the UK and became the Queens bestest buddy..........
