I feel sorry for your brother, his ping must be woeful.
You need more seeders, it could be that they are already busy leeching other files and not uploading enough for the anime you're downloading. Which would lead to most of the leechers crawling along at a slow pace. See if you can connect to more people and increase the number of people you can upload to. If it's still slow then just block any IPs that are downloading a lot from you and giving you nothing in return.
which client are you using for torrent files?
