Ugh.
Was fiddling around with my PC when I get a wierd sound (like a bolt being in a fan) and then, having restarted and taken the bolt out of the fan, I find that the drive doesn't recognise my Rome:Total War disc.
So I take out the disc. Ooh, whats this?! - I keep good care of my discs usually, never ever had problems like this before. - There's a wierd ring of mistish stuff around the edge of the disc.
What is it? It looks like harmless condensation, but there is no way that could have got into it.

That happened to my Encarta *ahem* disc. Due to no fault of my own it was left in direct sunlight for several years. Totally wrecked it. Shame that is, Rome is a very good game.
heat or pressure can make plastic go foggy, try getting a see thru ruler (non shatter) and bend it in half, it goes cloudy. is this the kind of "condensation" you see? cds arnt meant to have high temps put on them but they are pretty resiliant. its a bit of a sod tho, rome is great.
