I was so close.
Last night I got through Victory Road (on Pokemon Sapphire), I wasn't planning on fighting the Elite Four yet but I ended up fighting them not to win but to train my Pokemon and I got the the last Elite, he only had two Pokemon left!!!
The good thing is that the next time I go and challenge them I just have to bring some Potions and Revives and i'm guranteed to win.
Yay!

If you haven't trained your team up much throughout the game you tend to struggle on the final part.
As Sapphire was the 4th Pokemon game I completed I was aware that I'd need a relativly strong squad.
And that is what I had.
