Half Life 2 already has quite a substantial amount of mods in development after Valve released the editing tools to a specific amount of (trustworthy) mod makers. There's already a very promising, realistic Sci-Fi war game in development, as well as dozens of others. Can't wait for Day of Defeat: Source either.

You can make mods for any game especially games that come with Editors in them, like Morrowind for example.
You can pretty much mod any pc game.
UT2004 so far is the best for mods I don't know about Half life 2 until it comes out.. but I won't be going near Counter Strike.
Homeworld (and Homeworld 2) both have a lot of mods.
