It should be ok but you still have to negotiate the legalities of exactly how gambling is involved and whether you can use the site as an advertising bulletin.
Tricky situation actually, though, if you own the premisis and aren't gambling I think you're in the clear.
It would have tournament dates, event location and time etc on there. Buy in amounts and prize money. Maybe even pics and write ups of the tournaments that have happened... get the idea?

I have no idea where to get license from, or how to inquire about it, but that's what you need. Never just set up a gambling site; whether you intend it for friends or not, as it is still viewable for the entire Globe.
Its just I was thinking of setting up a website to organise weekly/fortnightly tournaments for people locally to join. Since my mates dont always have the money, be cool to play against other people and earn some extra cash.

How on earth would they find out, anyway? Just don't play with £200 blinds, or anything, because you'll start losing friends pretty quick that way (because they'll rack up massive debts and go to prison).
