That's not really an animated Jpeg. It's a series of static Jpeg images which are changed regularly using a JavaScript function.
It isn't possible to make actual animated Jpegs. You can do that with every other type of image too.
GIFs on the other hand, can be animated all in the same file and will appear animated in the browser without the use of any JavaScript at all and a reference to only one image rather than every single frame of the animation.
