Basically all you have to do is backup all of the data you want to keep onto another hard drive or several CD-Rs or ZIP drive or other means of storage etc... Then you can simply format the hard drive by reinstalling Windows.
1> Ensure that your system is configured to boot from CD-ROM drive before it boots from HDD.
To do this simply hit DEL or F2 (depending on computer) to enter setup as computer first starts up and does it's initial checks. Look for 'boot setup' or something which refers to "boot devices" then change the order of them so that CD-ROM is first and HDD0 is second (this menu will usually be found in Advanced BIOS settings). Hit F10 to save and exit.
2> The computer will restart...ensure that the Windows Setup CD-ROM is in the drive and if and when it asks if you want to boot from disc, say yes or hit any key as it requests accordingly.
3> You will now be in the setup section. Follow the onscreen instructions and you wish to format the drive. Some do a quick format and some do a standard format (optional) but I prefer a standard format unless I have time constraints (obviously). Windows will install...it will prompt for your input if necessary. Follow it through and then load all your stuff back on and you're done.
ENSURE THAT YOU HAVE BACKUPS OF ALL DEVICE DRIVERS AND SYSTEM VITAL INFORMATION FOR YOUR HARDWARE BECAUSE THIS CAN BE HARD TO FIND AFTER WIPING IT!
Otherwise your all set.

I don't personally know of a program that will store all of your drivers and vital information automatically but I'm sure Google will know. Also, be sure to back up your emails if you wish to keep them. You will find the files which store your emails are in:
C:\Documents and Setting\YOUR NAME\Local Settings\Application Data\Microsoft\Outlook
That is an example if you are using Outlook or Outlook Express (Just replace Outlook with Outlook Express in that location) but if you are not then I do not know.
Most devices should be covered by Windows' device driver library but I do not want to tell you that they will be for sure as I am not certain...I mean Windows cannot cover every device!
Check first then proceed with your wiping...
Although you should be careful, because sometimes, when reinstalling Windows, it decides to randomly not recognise some of your hardware, and attribute it with generic drivers, so your uber PCI-E graphics card may become a PCIx0 card, or your DVDRW may become a vanilla DVD drive. So before you do it check that you have, or can obtain, all the current drivers for all your current hardware before deleting them.
It's all relatively easy, you just need to make sure you have installation CD's for your important stuff - anything else can be downloaded over the net if you don't have it. It may mean you have to deal with the anal-probing 640x480 resolution for a bit though.
Oh, and if you are using a USB keyboard/mouse, you may need to get hold of PS/2 ones as the USB ports will be out of use during parts of the installation.
