I just want to know whether my USB ports are broken or whether I have to configure something on my computer so that the two front ports work?

Well if your devices are too advanced for the hardware, then they won't run anyway, but I'm sure at least one of your friends has a USB 1.0 or 1.1 device to shove in the socket, just to see?

Assume that the keyhole is unlocked, then it should be just a simple case of unscrewing any screws and sliding the case off. If it's locked though, then you'll either need the key, or break the lock.

To access the BIOS, press DEL whilst the computer is booting, before the Windows logo appears. If you're worried about missing the opportunity, simply hold DEL whilst starting the PC. It might beep at you for doing so, but ignoring it doesn't usually hurt it to make the BIOS appear.

Try any of the following:
1. Plug something in which runs at the speed of the USB port (eg. 1.1 or 2.0) and tell us what happens. Do you even get a "Found new Hardware" balloon in the bottom right of the screen (Windows XP)?
2. Open the side of your computer and check the wires trailing from the front USB ports. It would be easier to help you with this point if you told us what motherboard you are using, because chances are that the wires are not connected properly. They must go in a particular order.
3. Check your BIOs settings. Some BIOS settings allow you to disable USB support.

So...
1) The motherboard doesn't support them
2) The mobo supports them but they're not connected
