I imagine it's a presidential kind of thing to do, touch peoples' heads = superiority or something.

But he doens't like to do it with hairy people after the gel incident...

You'll have to develop a fixation with touching bald heads.

it does seem a bit odd and he looks a bit to happy when he's doing it, the one were he's using both hands he has a crazy look in his eyes.

He's unconsciously showing his patriotism: baldheaded men = the bald eagle [symbol of America & Freedom]: touch the symbol of America & Freedom = I care.
