He does deserve to be on RAW - the problem he has is he's not 6'3+ and 270lbs+
To be fair he did have RAW storylines before he was injured, the whole Lita/Kane/Hardy thing.

He probably will be on heat in a few weeks time. After Jeff left his whole character had to be redeveloped and he's not nearly as good as he used to be.
After that second run in on the first RAW he appeared on it was blatantly obvious it was a work then. Quite nauseating to put up with Hardy typing away on his website *oh it's real honest, Independance day for Matt Hardy blah blah blah*

When the police were manhandling Hardy after he gatecrashed a show it looked like it wasn't part of a storyline but as it was it just maked the whole thing better

It was pure genius how they had everyone fooled and can only make the WWE more interesting

i think i read that alex shane article cong, it was definitely a good read.

You know, a couple of months ago, I was going to write a long post about something Alex Shane spoke at length about - The New Keyfabe. i.e. if the internet is supposedly ruining wrestling for the fans, then why not use it to 'work' these same fans?
Unfortunately I never found the time. Looks like it hasn't gone unnoticed by Vince. In my opinion, the Matt Hardy 'angle' (in spite of the messy finish) was a good way to start. At least fans are now questioning what they read...
