Just looking for something simple... Maybe cut, add different bits from other files, add a tune (:D) over the top.

XP does come with Movie Maker from the offset I believe, but I'd download Movie Maker 2.1 if you're going to make use of it (which comes with SP2 I think).
Windows XP without any service packs has Windows Movie Maker!
if you run XP and have got service pack 2 you should already have windows movie maker

If not, there is Magix Video Deluxe which is quite good and comes with a variety of visual effect and sound effects.
of course there's always Adobe Premiere, but that's huge, complicated and expensive.

An obvious suggestion perhaps, but I find Windows Movie Maker to be a pretty good basic clip-together-with-sound editor.
