Whenever I now go into a gym in San Andreas I get the same message of, 'You've worked out enough today, come back tomorrow.' I go back the next 'day' and I still get the same message.

Getting fat shouldn't be a problem though, just eat a lot and you'll gain weight easily. When you want to loose the weight again all you need to do is do a lot of running, bike riding and swimming.
Gaining muscle could be a problem though. Have you tried going to the outside gym on Venice Beach in Los Santos?

This happened to a mate of mine, on the PS2 version. For some reason it wouldn't let him work out anymore, but he also couldn't lose muscle or gain any fat. It actually stopped him from being able to finish 100%, because some of your potential girlfriends won't go out with you unless you're fat.
