I really don't see the need to hunt whales now in any numbers at all. Japan has enough revenue from automotive and electronic exports, any possible income from whales should surely pale in comparison.

Article isn't without it's humour though:

"The voting balance could change at any time during the meeting; if delegates from Togo, Gambia and Nauru all pay their dues, Japan could yet command a majority on future votes.

As one delegate was overheard to say, "you wouldn't run a p**s-up in a brewery this way."

According to the whaling moratorium, any IWC member can increase their scientific quota by any amount without notice or consultation. The only reason Japan doesn't is because it would be condemned by the rest of the IWC, and lose face on the international arena.
