My brother has an arcade on his site:

And he wanted me to link to it from my site. But i was thinking would it be possible for me to just have the arcade on my site as well but just share the database with all the members info and posts and things in?
So basically the arcade looks completely different on my site (because i can edit the pages for my site and not his) but still have all the same users from the database?

You might be able to. Depends on the privileges of the database user, and whether they're restricted to connecting for localhost, or whether the host set it as @*
If you're on the same server you can access his database (usually) by using his username and password.
